NJ CAR-backed legislation (A4050/S1423) passed both the New Jersey Senate and Assembly late Tuesday evening by unanimous votes and now awaits Governor Mikie Sherrill’s signature.
A4050/S1423 provides common sense-relief to franchised dealers by offering flexibility regarding where they are allowed to place their service locations.
The legislation helps dealers by:
- Creating flexibility for the location of service facilities, which is desperately needed in our densely populated state
- Providing two additional options for the location of service facilities (using a separate building on the same lot or using an offsite facility within the regional market area (RMA) of the dealership)
The legislation, as introduced, contained a provision authorizing the New Jersey Motor Vehicle Commission (NJMVC) to issue provisional licenses to dealers under limited circumstances. The Commission raised concerns with the provision and requested its removal from the bill, with the understanding that the NJMVC and NJ CAR would work together to address the provisional license issue in the near future.
Once Governor Sherrill signs the legislation, it goes into effect immediately.
