Motor Vehicle Open Recall Notice & Fair Compensation Act Voted Out of Assembly Committee

Mar 07, 2025

NJ CAR President Laura PerrottaIra Stern (International Association of Machinists), Connor Shaw (United Service Workers Union), Lou Young (Withum Smith+Brown), Richard Sox (Bass Sox Mercer), several master technicians, and others testified in front of the Assembly Consumer Affairs Committee in support of the Motor Vehicle Open Recall and Fair Compensation Act (A4380). The bill was unanimously voted out of committee and is expected to be referred to a second committee for consideration.

The majority of the testimony was in favor of this important legislation, with only a few testifying in opposition, including the Alliance of Automotive Innovation, which represents the majority of auto manufacturers.

Background on the Motor Vehicle Recall & Fair Compensation Act

  • The purpose of A4380 is to improve recall completion rates and enhance highway safety by requiring automakers and the NJMVC to reach out to consumers whose vehicles are subject to a safety recall.
  • The bill requires automakers to pay dealers and technicians the same retail price a consumer pays for recall repairs.

NJ CAR also launched a grassroots campaign that generated 100 emails to every member of the Assembly Consumer Affairs Committee in just about 48 hours. These communications are an important tool in our lobbying efforts and we encourage everyone to take a few seconds to participate when NJ CAR launches a Call to Action.

Finally, the Coalition launched a public relations campaign to generate support for the legislation. The campaign launched earlier this week, in anticipation of today’s hearing and will be rolled out as the legislation continues its way through the Assembly and Senate.
