On January 18, 2022, Governor Murphy finally signed into law Assembly Bill No. 5033, which will begin modernizing the New Jersey Motor Vehicle Commission (NJMVC).
Effective January 18th, 2022, the NJMVC must accept electronically signed, non‐notarized powers of attorney from licensed new car dealers. In two years, MVC will be require to accept electronic submission of ALL motor vehicle transaction documents. The new law also immediately clarifies that the motor vehicle advertisement rules allow dealers to price advertise in‐bound units for sale.
A5033 endured a bumpy ride through the legislative process beginning with its introduction on November 19th, 2020, the Legislature’s approval on June 21, 2021, the Governor’s conditional veto on November 8th, 2021 and, finally, the Legislature’s push back to the Governor on January 10th, 2022.
