Imports / Foreign Titles


Defined as: Acquiring title from the NJ MV Foreign Title Unit for a vehicle imported to the United States.
 
Examples: A courtesy delivery for a customer who purchased a vehicle directly from a foreign manufacturer while vacationing in Europe; a vehicle purchased and imported by military personnel from OMSC (Overseas Military Sales Corporation); any vehicle purchased and imported from overseas; a US Government Title or Certificate to Obtain Title for a vehicle purchased and imported from overseas, etc.
 
EXCEPTION:
Domestic vehicles purchased by the above parties and delivered to a New Jersey entity have not been imported and will not be accompanied by import papers. Therefore they may be processed by a regular NJ MV agency.
 
Acquiring title to an Import Vehicle Using a "Certificate"
 
STIPULATIONS:
  • The US Government Certificate to Obtain Title to a Vehicle or the US Department of State Office of Foreign Missions Certificate of Title are usually acquired by a dealership from either a regular auction or one of the periodic government auctions of used vehicles, then titled to the dealership.

  • The Foreign Title Unit is capable of producing a 'title only' for NJ resident / dealers only or a title / registration transaction. The applicant must indicate the need for plates if that's the case.

  • In order to have a foreign title issued the potential owner must provide a 15 digit motor vehicle identity number. For an individual this is referred to as a driver license number and for a business it's referred to as a corpcode.
REQUIRED PAPERWORK:
  1. Certificate completed by the seller (Diplomatic title must have an assignment completed on the back.)
  2. ISM/SS-7 Application for Certificate of Ownership
  3. NJ Sales Tax Satisfied Stamp on the back of the ISM/SS-7 if the titled party is a dealership.
  4. Pencil tracing of the Vehicle Identification Number (VIN), or the attempted VIN tracing along with a CO-321 Verification of VIN form. If the vehicle is purchased through an auction the bill of sale is needed along with a VIN verification form.
  5. LS-240 NJ Sales Tax card if the titled party is other than a NJ dealership.
  6. BA-49 Application for Registration if the party wishes to register the vehicle.
  7. A separate check for the amount of 6% NJ sales / use tax.
  8. BA-8 Corpcode Request Form will allow a motor vehicle identity number to be generated for a business.
Checklist for Import Vehicle Using a Certificate
 
Acquiring title to an Import Vehicle Using an MCO or Foreign Title
 
STIPULATIONS:
  • An MCO in an individual's name must be titled directly to the individual before title can be issuesd to anyone else.
  • The Foreign Title Unit is capable of producing a 'title only' or a title / registration transaction. The applicant must indicate the need for plates if that's the case.
REQUIRED PAPERWORK:
  1. ISM/SS-7 Application for Certificate of Ownership
  2. NJ Sales Tax Satisfied stamp on the back of the ISM/SS-7 if the titled party is a dealership.
  3. LS-240 NJ Sales Tax card if the titled party is other than a NJ dealership.
  4. BA-49 Application for Registration if the party wishes to register the vehicle.
  5. A separate check for the amount of 6% of the declared value of the vehicle at Customs. (Box 11 of the Collection Receipt)
  6. HS-7 US Customs Declaration form - original or carbon / NCR copies. No photocopies are accepted.
  7. Shipping documents / bill of lading. (Original or carbon copy)
  8. Customs entry form with stamp. (Original or carbon copy)
  9. Bill of Sale from the seller or the original invoice from the dealer.
  10. Foreign / Tourist / Temporary Registration / Military registration (Original only)
  11. BA-8 Corpcode Request Form will allow a motor vehicle identity number to be generated for a business.
  12. EPA-3520-1
  13. Original Manufacturers Certificate of Origin, title of foreign title.
  14. Pencil tracing of the VIN (ISM/SS-321) only to be used if unable to provide pencil tracing due to the location of the VIN plate.)
  15. BA 208 Application for Drivers License will allow MVC to issue ID only for non-resident military.
  16. Letter of authorization for NJ CAR employee to pick up title / registration for your customer.
