NJ Vehicle Inspection Policy Changes Effective May 1, 2016

The New Jersey Motor Vehicle Commission has announced that, effective May 1, 2016, there is NO INSPECTION REQUIRED for the following vehicles:

1.Gasoline powered, Passenger Registration, model year 1995 & older with GVWR 8,500 or less.2.Gasoline powered, Passenger Registration, model year 2007 & older with GVWR 8,501 to 14,000 pounds.3.Gasoline powered, Passenger Registration, model year 2013 & older with GVWR 14,001 or more.

The exemption does NOT apply to commercially registered vehicles or “PVI”(Passenger Vehicle Transportation vehicle—Omnibus, hospital, medical transport, etc.).

RECAP OF STANDARD INSPECTION NOTICES

New Jersey State Inspection policy requires distribution of Inspection Notices as follows:

Used Vehicles (previously titled) that are within five model years (2012 and newer in 2016):1.Passenger Registrations are accompanied by a green and yellow inspection notice.2.Commercial Registrations are accompanied by a pink SS-22 Inspection Notice.•Used Vehicle (previously titled) that are model year 1996 or newer, but older than five model years (models 1996-2011 in 2016).•All Registrations are accompanied by a pink SS-22 Inspection Notice.•New Vehicles (from MCO) purchased from out-of-State:1.Passenger Registrations are accompanied by a yellow SS-22A Inspection Notice.2.Commercial Registrations are accompanied by a yellow SS-22A Inspection Notice stamped “Issue Sticker Valid For One (1) Year.”

Please note: If your dealership participates in the New Jersey Motor Vehicle Commission Dealer Online Service Program (DOSP), you are responsible for proper distribution of Vehicle Inspection Notices. Inspection notices are available from NJ CAR through your Online program (DealerTrack or CVR).

RECAP OF DIESEL AND ELECTRIC VEHICLE INSPECTION POLICIES

DIESEL INSPECTION

The requirements for diesel inspections vary according to the type of registration (passenger vs. commercial) and the weight of the vehicle as follows:

•“New” Passenger Registered Diesel vehicles under 8,500 lbs. receive a five (5) year New Car Inspection Decal at time of delivery, subject to emissions inspection after five years; and every two (2) years thereafter (just like gasoline vehicles).•“New” Commercially Registered Diesel vehicles under 10,000 lbs. receive a one-year New Car Inspection Decal at time of delivery and are subject to annual safety & emissions inspection thereafter.•Pre-Owned Commercially Registered Diesel vehicles under 10,000 lbs. are subject to annual safety and emissions inspection.•Diesel vehicles 10,000-18,000 lbs. do not receive a New Car Inspection Decal. These vehicles are self-inspected for BOTH safety and emissions.•Diesel vehicles over 18,000 lbs. do not receive a new Car Inspection Decal. Although these vehicles are self-inspected for safety, they are subject to annual Opacity/Emissions testing.

ELECTRIC VEHICLE INSPECTION

•Passenger registered electric vehicles are not eligible for emissions inspection and therefore do not receive inspection decals. •Commercially registered electric vehicles are subject to annual safety inspection and should therefore receive a 1-year New Car Inspection Decal at time of delivery.
