The national media are reporting that Congress is considering two “Cash for Clunkers” Bills aimed at helping dealers improve sales. The first Bill, sponsored by Representative Betty Sutton (D-OH), would limit the vouchers to new cars or trucks that have been assembled in North America. A second Bill, sponsored by Representative Steve Israel (D-NY) and nine other representatives, lacks any requirement that a vehicle be built in North America.
Supporters of each Bill are working toward a compromise. But even if a Bill is passed in the next several weeks, it is unlikely that the Program would be rolled out before the fall.
